For September intake, indeed you are too late, don't even bother to apply as it will most likely lead to rejection. Last date was 1st August. Now for January intake, last date is 1st December. There is no start date, you can apply even now or even 6 months ahead of your program start date. However, I assume files are processed on FIFO basis. For January 2014 intake, you should have letter of offer from a college/uni by 1st November. Last date to apply for GIC is 15th November (this is when you send your passport copy, letter of offer to Scotia, no funds transfer yet), they send you your account details, last date for funds to be transferred 22nd November, Last date to apply for Visa 1st December.

There are plenty of programs at any given time of course if seats are yet available, usually IT or Business Diploma's are available round the clock (except some programs such as Corporate communication etc). For University, one needs to apply at least 6 to 8 months ahead (public University) as University cases take more time (and no consultant will suggest you to go for Public Uni as Public Unis don't do business with Consultant no matter if they are ICCRC certified and consultants get no commission from Uni, hence their priority is not your career, but commission, so they will push you for colleges and colleges end up offering diploma/certificate for their money banks).
