Sending passport for stamping in different VAC and country

Hello,

I've applied for TRV from Canada (april 6th) and i will be travelling to Dubai by the end of this month, I will most likely get a passport request when i am in Dubai, so my question is, Can i submit my passport for stamping to the VFS office in Dubai/Abu Dhabi? or is there any way I can courier it internationally to the office in Ottawa? Must I fill out any webforms and inform IRCC? I will be staying in Dubai for close to 4 months.

I am also following this question because I have to apply for my daughter's TRV showing I am outside Canada (India), however I am in Canada right now. I would be in India by the time, I will receive my original passport request.
