I am a Canadian citizen living in Canada. My niece is 8 years old and was born in Canada; she has citizenship. She has a birth certificate and Canadian Passport. She has been living in Japan with her father (my brother) who is Canadian and her mother (who is Japanese) since infancy, though.
My brother has expressed interest in her coming to live with me and attend school in Canada for a period of several months, up to a year. Their hope is to eventually spend time living in both countries as a family, but my sister in law will be giving birth shortly, so at this point it is just their daughter they are wanting to send in order to create a cultural, educational, and language immersion experience for her.
My initial question is will she need a visa? and if so what type? Will she be a visitor? Or will this not apply since she is a citizen? Will we need to set up a notarized guardianship agreement?
Secondly, when registering her for school, will she be required to pay international student fees? She shouldn't as a citizen, correct? But will there be an issue with the fact that her parents will not be accompanying her to Canada?
