Sending in an application without the background check

I've seen numerous people mention they've done this given the time it takes for it to be sent to you. My question is, how do I handle this when sending in the application? Should we type out a short, direct, letter explaining this?

And once we get the background check sent to us, do we send it to the same address as the application? Should we include some sort of letter with that as well?

Yes, include a letter stating that you have applied for the check, if possible, show proof of this (airwaybill or other document confirming request was sent to FBI or other agency responsible) and that you will send it when received.

Ideally, you should wait until the sponsor is approved and the file is transferred to the visa office and you receive your file number to send missing/additional documents. If you send it to CPC-M after the main package there is no guarantee it will be matched up with it.
