Sending documents to WES for eca from autonomous college

Hi
I finished my engineering from C.V.R college of engineering it is an autonomous college affiliated to JNTU-H.The college is autonomous at the time of the course completion and it is also listed in the list of autonomous colleges on the WES website. I received my transcripts in a sealed envelop from my college,but my college has denied sending the transcripts to WES, they have asked to send it through JNTU-H. Will the JNTU-H send these transcripts if not how to send these transcripts to WES. Kindly suggest

Ideally the university will have thier post office, you can take the sealed envelope with transcripts and post it by yourself.
I did the same from andhra university.

Even i am from CVR college hyderbad . Can you tell me the process and steps of how to get the transcripts and send it to Wes for ECA from CVR college .and also from which post office to post the letter from ?
