Did you already get PPR, or are you asking theoretically? If you have PPR, what does it say in your instructions? What type of visa/application, and which country are you currently in?

What kind of visa?
If it's a visit visa, yes you can send it to Ottawa.
Sorry I have no clue about other types of visas.

It is a visitor visa and I am in the United States.but someone told me that I could not send my papers directly to Canada that I had to send to New York

Did you get request to send passport letter?
If you are in the US and in your application your address is in the US, the passport request letter clearly states that you can send it to Ottawa, NY VAC or LA VAC with specific instructions for each location.

Yes, I received the approval letter. but I'm not sure if I can send it directly to the otawa offices because someone told me that it could not be sent there anymore.

Do you have a number where I can verify that I can send my passport to Ottawa?
