If they spot tgat it is missing in the initual completeness check then yes, they will return your pack.

Having said that, it is only a crude check that everything you have indicated is attached is there and that all firms have been correctly signed. They will spot that A police cert is there and almost certainly wont look at your forms in detail to realise that you had lived in another country so need a police cert (but of course they will spot this when a case officer starts proper review of your file).

Overall, I would be 80% sure they will accept your pack and ask for the missing cert later.

Thanks, I Hope so.
I'm sponsoring my husband sent his home country PCC with original application. She had worked in Hong kong for 2 years and we had included her contract of employment in the sponsorship application. We are in the final stages and PRR should be soon but CIC still hasnt requested her HK PCC. having said that our application wasnt returned for not including the HK PCC. So I'm assuming theyll ask for it any day now

Unless the PCC was part of the country specific requirements, I though you only had to submit PCC from countries where you have spent the majority of your time since turning 18, along with the country you currently live in. So if you have lived anywhere else (including her home country) for more than 3 years, that would be the "majority of your time since turning 18," correct? They might not need to see one, but they could certainly still ask for it

My understanding is if the PA lived outside their home country for.more then 6 months a PCC from that country will be required. I really hope I'm wrong cause getting a PCC from HK is a pain in the butt and will prolong our application

From the application guide:

The principal applicant and each family member 18 or older (who are not already Canadian citizens or permanent residents), must submit police certificates from the following country or countries with the application:

  • Current country of residence if you (or they) have lived there for six months or more.
    and

  • The country where you (or they) resided for most of your (or their) life since the age of 18.
So unless he is currently living in HK, or if those two years in HK constitute "most if their life since the age of 18", I don't think they needed it. Again, they could still decide to request it, but until they do I wouldnt worry too much

Actually, HK is pretty easy. You just need to show them the letter from IRCC that they need one, and mail that and the application forms to HK. They'll send it to IRCC within a month, and you can email them (HK Police) to check on the status.

We were asked to provide additional PCC for HK and China because PA lived there over 6 months** on top of the PCC for where she spent most of her adult life.

It's the fingerprinting the mailing of the forms. I'm sure it's not difficult it's just I'd rather not have to have this extra step as it will prolong our PPR. But thanks for the reply! At what point did IRCC ask for the additional PCC? we are going on 9 months since AOR and havent been asked yet

We did inland and were asked after approval in principle/sponsor approval. But yeah, it seems arbitrary so hopefully you won't need it!
