send application without IELTS(Regular Application)

Hi all,

Currently I live in US. Can I send my Immigration Application(Regular Application Process) without IELTS? Can I submit my scores later?

That's a very good question, I am also currently in USA and my TOEFL score validity already expired.I too wondering wheter I can apply without IELTS?
