Send application to wrong CIC. What should we do?

My huby made a horrible mistake. Instead of sending our application to CIC -Mississauga, he sent it to CIC-Albert. We sent on 10th Feb, and on 28 of May, there is a letter from CIC - Albert, saying that:
" your file has been forwarded to CIC Mississaugae". However, today, after 2 weeks, our package returned to his address.
Im so depressed cuz 4 moths of waiting is gone! nothing comes out! I was crying a lot cuz i miss him so much.

I dont know what to do. We called CIC, and the lady told us to send the package again to CIC-M and wait for another 90 days.

I wonder if there is any way we can speed up our application?

also from Feb.6.2012, there are new application forms. When we send back, do we need to use the new forms?pleas advice! pls pls!!

1. No, you will have to wait the 90 days like everyone else.
2. As it will be considered a new application, use the new forms. Note the PCCs (criminal records checks are probably expired, and you will need new ones.
