Send application to CIO without ECA report

Can anyone please tell me if it's possible to send the application and supporting documents to CIO office without ECA report (as I haven't got it yet) and submit the same later?

No...They will reject your application and will send it back to you.
Its Mandatory requirement to include Original ECA report with application.
