Self transfer / transit in Newark for international travel DEL-EWR-YYZ

If my flight is as below BOM - DEL - EWR - YYZ where the EWR to YYZ leg of the flight is a self transfer, not a connecting flight.

I understand that I will have to do immigration & clear customs then collect the baggage at Newark airport. Then again checkin for the Toronto flight, complete security etc.

In this process if I do not exit the Newark airport am I still required to quarantine in Newark or am I allowed to board the international flight to Toronto( provided the layover at EWR is less than 24 hours) ?

Please help.

Normally, for any transit you require US B/C visa.

No quarantine until the last leg of your travel, unless you leave airport. Keep RT-PCR test results for hassle-free travel.
