Self-Addressed Pre-Paid Envelope Questions

Hi all,

I'm an American citizen and received my PPR yesterday. I went to mail everything today. However, neither UPS nor FedEx were able to help me with the self-addressed pre-paid envelope part ("The Self-Addressed pre-paid envelope should be arranged with a courier that delivers between Canada and the U.S.A."). I have no idea why they couldn't do this -- it seems others were able to use UPS or FedEx without issue. (I also created a FedEx account).

I've read about people creating their own mailing labels/etc. online with their FedEx accounts. If you've done this, how did you go about it? Additional suggestions are appreciated. Thanks.
