My wife got a Passport Request from CHC New Delhi and was asked to submit by secure mail. Please suggest a few secure mail couriers in India.

You can use any courier -- DHL, Blue Dart etc. The only thing is, DO NOT include the PO box in the address since couriers won't deliver to a PO box.

If we do not mention PO Box, does CHC accept hand delivery by courier ?

Hi udaykm,
I have the same confusion.
I asked Bluedart services, but they refused to send it to a PO box address. They told they will send it if I write an acknoweldgement letter that incase if courier is missed, bluedart doesnt own the responsibility.

But in CIC website, they have specifically mentioned the mailing address as that of PO box.
Dont know, what to do.

Yes, they will accept it without a PO box. That is how everyone I know has sent it (including myself) and that is the address listed on the New Delhi Canada High Commission website. This question has also been asked and answered many times previously -- with the same answer not to include the PO box if you want to do a search. Please stop stressing over this and just get it sent with whatever courier you think is acceptable. I would for sure not be including a PO box number on the address and then signing something waiving the courier company's responsibility to have it delivered! Yes, CHC WILL accept hand-delivery by a courier. They will just not accept hand-delivery by individual people, so you cannot go in person and bring your PP. When you omit the PO box and send with a courier, it will be signed for on delivery so that you can ensure it was received. Obviously no one will be able to sign for it when delivered to a PO box. That is why Blue Dart wants you to sign a waiver. Good luck.
