I have a doubt about this question: been refused refugee status, an immigrant or permanent resident visa (including a Certificat de Sélection du Québec [CSQ] or application to the Provincial Nominee Program) or a visitor or temporary resident visa, for Canada or any other country or territory?

Before studying at an Ontario university, I was considering studying at Concordia Quebec and thus applied for Québec Acceptance Certificate (CAQ) . I got rejected the first time and got the approval on my second attempt. But by this time I made up my mind to come to Ontario so pretty much discarded the Quebec Application.
So, should I write Yes to this or No?
The question asks for refugee status, PNP and TRV (which was never rejected) so ideally I should write No right?

Answer Yes and explain in box . Typically you was refused first time and got approved in second attempt so you had a refusal. There is no negative impact if you answer yes and explain it.
