Financial reasons

39 A foreign national is inadmissible for financial reasons if they are or will be unable or unwilling to support themself or any other person who is dependent on them, and have not satisfied an officer that adequate arrangements for care and support, other than those that involve social assistance, have been made.

Financial inadmissibility – Social assistance (A39)

**You are not self-supporting. Persons in receipt of social assistance or welfare benefits, either directly or indirectly, are defined in the Immigration and Refugee Protection Act as inadmissible persons.

I somehow doubt that it really plays into consideration. Lots of people manage to gain a successful claim regardless of their economic status. Whether that's right or wrong, it's unlikely the average Canadian would have much say in it. I think there are a lot of subtleties that go into the decision process that aren't published policy.

It doesn't play into consideration for refugee applications but it does for H&C. So would depend which OP is asking about.

I have the same feeling I think some government agencies they hide internal policies to public but definitely will effect on the outcome either directly or indirectly.

Blue truck I’m sending application one by one like i didn’t receive the refusal note for first application now I submitted the second hhhhhhh even no time to review the notes same thing for second third 4 ,5,6,7,8,9,10 hahahahh that’s so ridiculous man
