I have a personal theory on the timing of the OOPNP. Personal views only, comments and thoughts welcome!
After the continuous efforts of CIC in fixing the bugs in the EE system in April and May (bugs meaning lots of double invitations and no-draw for those already qualified), Ontario is recently joining the provinces in having its own new PNP programs. One of the major reasons is that now the EE system is almost fixed and it's the right time to pick out 'ELITE CANDIDATES' for Ontario.
SO for the next step, the EE will work smoothly and go back to 'normality' of having two rounds of draws in the coming months. Maybe in this way we can see gradual decrease in CRS scores.
