Hi,
I got my postgraduate diploma approved by WES and will submit it for the first step of the EE. I have another postgraduate diploma, if I will get the invitation to apply for the PR should I also submit my second diploma?

If you receive ITA with only 1, there's no point submitting the other. Mention it in personal history, but leave it out of the education section.

Is Postgraduate diploma (one year) the same as Masters Degree?

I am asking on behalf of a friend. While submitting his profile for EE, there is a section under Study Details. He has completed 3 years of B.Sc. and 2 years of M.Sc. WES has given him 4 years Bachelors for the 3 years of B.Sc and 1 year of Post graduate diploma for the 2 years of M. Sc.

What should he select for his M.Sc equivalent in the study details section? Should it be "Masters Degree" or "One-year program at a University/college"?

Please help.
