2 experince= 13
3 education = 19 as masters in science
4adaptibility = 5
5IELTS =16

SO TOTAL ARE 61 ,SHOULD I APPLY FOR ARRANGE EMPLOYMENT,IF YES THAN HOW CAN I?

61 points is not enough to qualify to apply. You need more points.

Arranged Employment means that you have an employer in Canada who is willing to offer you a job once you become a PR. So you need to find an employer in Canada who is willing to offer you a job if you want the arranged employment points. .
