I have not see a post regarding the new changes that are in effect from May 1st 2019. All application that were applied on or before April 2019 will be under the old rules.
The main differences is that :-
1) SDS is now online only. Paper application is no longer valid and VFS will not accept paper applications.
2) SDS will now be centrally processed, and will be processed in 20 calender days.
3) While GIC can now be take by any bank on the Canadian Deposit Insurance Company website. If you are doing so, they must fulfil the following requirements.
Other than that, the rest of the rules remain the same as before. This includes :-
1) GIC amount is still 10,000 CAD, no changes
2) IELTS requirement is still 6.0 for all bands and CLB 7 for TEF ( specific marks in each of the modules as listed in the source document).
3) 1 year tuition is required to be paid, like before. All other documents required are the same.
4) Eligible countries are still India, Vietnam, China and Philippines. No new countries are added.

- confirm that you bought a GIC by giving you one of the following:
- a letter of attestation
- a GIC certificate
- an Investment Directions Confirmation or
- an Investment Balance Confirmation
- hold the GIC in an investment account or a student account that you can’t access until you arrive in Canada
- make you confirm your identity before they release any funds to you
- release the funds to you by providing:
- an initial lump sum once you identify yourself upon arrival in Canada
- the remainder of the funds in monthly or bi-monthly installments over 10 to 12 months
