scoring for the proposed FSW

Hi

Can anyone please tell me how much I need to score in IELTS GENERAL- INDIVIDUAL/OVERALL, If I need more than 22 points....in the proposed FSW for 2013.

Reading: 5.0
Writing: 5.5
Speaking: 5.5
