MCC (Medical council of Canada) has evaluated my degree.my NOC is 3112 (general practitioners and family physicians). i have got a license from my country, my question is do i need Canadian license before applying to SINP ?What ECA evaluated your education? What is your NOC? If a physician, this NOC is ineligible for SINP because you need to be licensed to practice in Canada and Saskatchewan. 66 is also a low score right now.
As a physician you need a work permit and be working in the province to be eligible for SINP.

Did you read the SINP guidelines for physicians? You will not be eligible for PNP programs without a license. Your best path is Express Entry and then move to Canada. It is on the NFLD website. And the 250 was for all in-demand occupations and without a license, you would not get an invitation. GO through Express Entry and be nominated. What is your CRS score. Again most IMGs never practice again if they immigrate to Canada.
