Who will be asked to submit a Schedule A form after receiving ITA ?

If applicant is asked to provide Schedule A does it cause any delays ?

I filled one of the statutory questions as "YES"
(Have you ever been rejected/Denied Visa for Canada or any other country
Answer : Yes, Student visa rejected for USA on first trail however it got approved on second trial)

Does the above answer causes any delay in processing my application ?

Same question here. If US student visa was rejected previously should we mention in Canadian visa application? I assume yes, but does that invite more trouble in terms of schedule A etc.
