Hello,

Do I need to backup this form with proof? for example, college degree, employment letters, English test results?

I have all this already since I was going to apply for the quebec skilled worker program.

Is it helpful to put this info in case is not needed?

no. proof of education, employment letters and english test results are not required for applicants applying for spousal sponsorship, unless it is specified in a country specific guide. only include what is being specifically requested in the application and checklist.
 
No, the form simply asks you to declare your background info - not support it with documents. CIC in partnership with some other organizations will run it's own background/security checks using the info you provided.

So, to simply answer your question - no, do not provide any document whose sole purpose in your application would be to back your background declaration.
