Saskatchewan or Manitoba PNP?

I'm from Russia, currently thinking of moving to Canada. Since i have no canadian working experience and no job offer yet - i'm looking into provinces which programs I'm fits into. On top of that list - two provinces listed above.
A few details about me - IT director for automotive company for 6 years, now ABAP programmer, 32 years, 2 dependants. 360 points in Express Entry without my spouse's points.
So, that's the question: my job mostly located in large cities, so Winnipeg looking a bit more promising, but i could apply only 'expression of interest' and without visit - not even close to minimum 500+ points. Is there a reason to try that way, or is it better to look at Regina/Saskatoon?
P.S. May be there's other, more perspective for it-specialist, program that i missed?
P.P.S. Just a little curiousness - how long did it takes to work for province, under PNP until you could move to other province? Until you acquire citizenship, am I right? I mean - legally, is there any regulations?

the moment you become PR, you can move anywhere in Canada. Doesn't matter if you are under PNP.

IT is bigger in Vancouver, if you can find a place to sleep under a bridge and tolerate the fact that neighbor from South of border makes 2X as much for the same job.

Winnipeg is a much bigger city than Regina and Saskatoon. Saskatchewan in general has been hit hard by the oil crash. Many oil and mining related companies had laid offs and winding down operations.

Uhm. I've noticed that Winnipeg is a bit bigger. The problem - i have doubts that it even worth trying to get Manitoba nomination.
Thanks. I'll try to look at Saskatchewan unemployment rate.
And any thoughts about other provinces? Nova Scotia may be?

Not familiar with MPNP. SINP needs job offer, or wait for OID stream next year.

SK employment is bad ATM, not so bad as Alberta.
