if I understood correctly you don't have permanent resident status in Canada, is that right? If that is the case then you cant sponsor your partner because only Canadian citizens or permanent residents can do that! I assume your partner, if you are married in any country where same sex marriage is possible, then should contact the canadian embassy or consulate in the city you live in and ask for a a visa as family in case you have a student visa!

He's not asking if he can sponsor his partner. He's asking if his parter can qualify for an open work permit. Spouses/common law partners of those here on a student visa can apply for an open work permit.
