I was offered a position in Canada through an inter company transfer work permit, my position in Canada started officially 01 October 2019 but the company only sent us to Canada middle December. For October and November I was not paid my full Canadian Salary back in my home country, only a portion of it as they said I was not there yet so they cant pay me. Should they not have paid me my Canadian Salary without any tax deductions in my home country until such a time I was sent where my Canadian salary will be paid into my Canadian account with all tax deductions? I would then had to declare the received funds in my home country and pay tax on those funds received without the tax deducted? Can someone assist?

This is a question between you and your company, based on your home country's laws and your contract. Unfortunately, I doubt it has anything to do with Canada's laws.

My immediate reaction is that if you were not taking up the work in Canada that was to be compensated in Canadian dollars, you were not earning that salary.

We’re you not working at your home country office until you were transferred to Canada? If so you should have continued to receive your current salary until your transfer to Canada.
