S.I.N at the airport while landing

As far as I know, SIN has to be applied after landing, but a user in family thread has got it at the airport. Is this something new? or rules changed coz I checked on official sites and I can't get the answer - I even asked the immigration officer and he said no ( while flagpoling with folks )

Yes it is possible at some airports, where there is a Service Canada office. Not all airports have them.
