S/A Delays

Hey guys..
not sure if someone has asked about it but does anybody know why CIC is delaying to confirm S/A?
Apparently all October applicants should have got their S/A and November applicants should be starting to get theirs; and that is not happening.

Time frames can differ .I'm sure it depends on how many applications is received .

people I've talked to said they have not been able to talk to a representative properly.. so, all we can actually do is wait =(
