RQ likelihood? Studying in the US after Submitting an Application

Hi everyone! I understand this type of question has been asked a lot but I’m rather interested with the specific effects this kind of situation may have on getting RQ’d. I have over three months of buffer over the 1095 days requirement and plan on returning to Canada after I get my US degree. However, if it is likely that I will receive a RQ request I’ll need to prepare for it ASAP. So is current presence outside of Canada still a RQ trigger — even after the 2017 amendments the Citizenship Act?

And also, is every correspondence sent by IRCC (even snail mail) documented on the eCAS system? I bought a mail forwarding service to a friend’s place in Toronto but Canada Post has missed quite a number of letters. Thank you very much!
