I have a question, I will soon submit my E-apr, but will only pay for processing fees. Once they ask for RPRF does this mean my PR will be accepted and issued?

When asked to pay RPRF, it's a sign that you're probably going to get the PR visa providing nothing negative turns up from any aspect of your background/security checks.
