Rprf fees and timeline clarification

I am planning to submit the application along with all the documents and application fees in a day's time.
I would like to know the timeline from the date of application till the almost ppr stage.
Also, I would like to know, if not paying rprf fee along with application fee will impact the timeline- as in will they delay reviewing the documents and prolong the process by an additional couple of months. ( the cic link said something on those lines)
