At New Delhi visa office; both options are possible, it says exactly in their official website;
"Fees are payable in Canadian dollars or Indian Rupees. Only bank drafts (demand drafts) or certified cheques are accepted; cash is not accepted for fee payment. The bank draft should be made for the exact amount and
in favour of "Canadian High Commission" or "Receiver General for Canada" payable at New Delhi."

and even at new delhi visa office you can pay the fees for the temporary visas same way :

Which is 490 * 2 = 980 do you need a calculator for that !!!
and he is asking as well to whom the bank draft should be written which according to london visa office is "Receiver General for Canada"
as the instructions in
