RO for PR renewal and requirements for Citizenship (C-6)

Hello - my PR renewal has been in secondary review for last 6 months now, and during that time bill C-6 has coming into effect. According to the new rules, I am eligible for citizenship as of 17th of this month. One important prerequisite to apply for citizenship is the 2 year PR requirement:

(from the physical presence calculator)
To be eligible for Canadian citizenship, you must have been physically present in Canada for at least 1,095 days in the five years immediately before the date of your application. We encourage applicants to apply with more than the minimum requirement of 1,095 days of physical presence, to account for any miscalculations of absences, or any other aspect that could lower the physical presence total below 1,095 days. Please note that you cannot meet the physical presence requirement without a minimum of two (2) years as a permanent resident

My question is, while I understand that there can be a myriad of reasons as to why an application can go into SR, and how the renewal process is governed by forces that I do not fully comprehend, if I am eligible for Citizenship, I can at least rule out the possibility that was a breach in my RO for PR renewal SR?

.... if you are eligible for citizenship, which requires two years in the last five spent in Canada as a PR, then you logically must be within the RO for a PR.

If you are in SR for PR card renewal, that would imply either procedural problems, or a doubt that you meet that requirement (and therefore question if you are eligible for citizenship).
