Returning to Canada.

My family and I went to Canada in 2009. My parents applied for refugee status and was refused, then they applied for PRRA but the result was the same in Feb 2012. However we complied with everything our Canadian immigration ask, my mom and dad even paid taxes for all the time they were working, and in addition my dad paid for our plane tickets to return to our home country. A year has passed and we are thinking of returning to visit our family, will we need a ARC? and is it a smart choice to apply for the visitor's visa for Canada. please we need help asap!!!

I think your chances of being approved for a visitor visa are unfortunately extremely low. But I suppose you can try. You'll need to prove you have very strong ties to your home country and have no plans to remain in Canada long term. The fact you are failed refugee claimants will make this process much more complicated for you.

Whether you need an ARC will depend on the type of removal order that was issued. Detailed information can be found here:

ooo but my family and i were travelling to Canada before applying for refugee and PRAA, and the forms that the Canadian imm. officer gave us didnt state what type of removal order it was, he jus explained to my parents that we can apply to return to Canada the moment we reach in our native country but first getting a consent immigration office in our country before we decide to apply to return

You would have been given some sort of paperwork indicating what type of removal order you were given. If you can no longer find this paperwork, I supposed you can try applying for a visitor visa and see what happens (if an ARC is required it will be automatically processed as part of the processing of the visitor visa).
