Returned PR application but no photos returned

My application missed a signature and needs to be resubmitted. However, when it was returned to me, there was no passport photos included in the envelope. Does that mean I have to retake all the photos or can I assume they have it somewhere in their file?

If the application package has been returned unprocessed, you will need to make up for any items that have been lost. They will not be holding them for you when you resubmit the application.
