Hello,
This is Abi from Toronto,ON.

I applied for citizenship in November 2014. Our documents were sent back to us yesterday because we were not aware we had to photocopy my parents old passports.
On the sheet of missing information, it is mentioned that the fee were insufficient. I understand that the fee for new applicants since Jan 1st, 2015 is $630. But since we applied before that date, weren't we supposed to only pay the old fee ?

I'm not sure if this fee is applicable to us or not. If it is, then how do we pay that? For two adults were not complete.
Is there a procedure ? If so, what is it ?

If your application was returned to you, then it will count as a new application when you resubmit it. You have to pay the current fees.
 
You need to pay the new fee. You can only do this though online on the CIC website (fee payment). There us an option for fee difference if you have already paid 400. It's $230.

They dont need photocopies of all pages of passport, only the biographical pages, which is clearly mentioned in the application form's checklist.

why does CIC wants your parents old passports? please clarify
I suppose you and your parents applied for citizenship together as a family and your parents forgot to send old passport's copy which was relevant for past 4 years, correct?

now as you have to resubmit your application, you need to pay $230 per adult and attach the copy of the $230 with your $400 payment receipt and resend it
