Return after Voluntary Removal

My friend was in a common law relationship and they applied for sponsorship as well as her permanent residency. Because of a mixup in address changes and their address not being updated with CIC they missed receiving the request for medical and security check. They also had some other misconceptions of how the process works as she went back to the states when her mother dies while the application was in progress and thought it had been put on hold. They didn't contact CIC until very late in the process to see what was going on, and by the time they got through to them they were told the decision had been made. It turned out that she was denied permanent residence because they hadn't sent in the medical and security forms and was told she had 30 days to leave Canada or apply for status restoration. For various reasons they couldn't get the forms together in time to apply for restoration of status so she decided to cross the border and come back in to "restore" her status. She got a very ignorant and power hungry agent at the border and made her do a voluntary removal and return to the states. Things have fallen apart with her partner and she doesn't want to re-apply with her. However a friend she made while in Canada has been diagnosed with cancer and she wants to come visit her. She left Canada on Sept 9th and wants to return around the end of November. She has a job as a live-in caregiver for hired by her clients family and more family is coming to visit the week of american thanksgiving so she can get the week off to come visit her friend. What are her chances of getting in and what should she bring for proof of ties to the states? Will a letter from the family member who hired her be sufficient for proof of a place to live and her job? Any suggestions most welcome. Thanks!

It's honestly not at all surprising that she was given a voluntary removal when she tried to restore her status by leaving and then re-entering Canada. I can see why immigration officials would have seen this as an abuse of her visitation privileges.

It's really impossible to say what will happen when she returns in November. Since she was given the voluntary removal, she can assume that she's in the system and there's a decent chance she will be examined more closely than other visitors. She has also spent an awful lot of time in Canada over the last 12 months. Once you are spending more time in Canada than outside of Canada as a visitor in a year - this tends to raise additional flags.

She should bring the following to increase her chances of being allowed into Canada: employment contract, pay stubs, bank account statement showing she has sufficient funds to cover her visit to Canada, return ticket (if she's flying or coming by bus), if she's driving then a letter from her employers confirming when she is expected to return to work.

Good luck.
