Result Withheld - would this mean i will score less ??

Hi All
My result was to be declared today but it was withheld.
I gave ielts for third time. Score was as follows
1st - 7 (L-7.5, R-7, W-7, S-7)
2nd attempt - 7.5 (L-8.5, R-7.5, W-7.5, S-6.5)

Would have scored in Speaking 2nd time but examiner made me nervous by giving some expressions while i was answering. Second time too result was withheld . However, this time exam went better than last two times. Should i worry and start preparing again ??
Is there any chance that i could get CLB9 in all this time ?
Please suggest.
I am very nervous. Badly need CLB9.

Nothing Changes. If withheld, it will be released after a while.
It wont affect your score.

it generally happens
when there is atleast/more than a 2 band difference in one of the sections.

So, if you get 6.5 in writing but you have 7.5 in listening (2 band difference). They'll send results for re-checking hence result is withheld.
