I'm resubmitting a citizenship application they returned last week because I didn't sent one passport that was expired and I didn't renew -as I didn't travel outside of Canada- for some of the time that falls in the 4 year period. I intend to send a letter explaining the situation plus the photocopies, translation and affidavit of this passport.
But my doubt is actually about the application form itself. I signed it on March 02, 2015. I called CIC and the agent told me that I could send the same application form, but with a new signed page (with a new date) and a new residency calculation, since I told him that, apparently, there is no other issue with the form itself.
I also asked him if it was ok to send the first page of that returned form that has a red stamp saying "Received", a small hand-written note from an immigration agent about the fees (which weren't taken) AND my pictures, which are inside a plastic bag and attached to the right top portion of the first page of the application. My fear is that they won't like that because the instructions for the application clearly state that the pictures shouldn't be attached in any way to the form; however, the agent I called said it was ok. But maybe not all the agents think the same...
The other doubt I have is with regards one of the first questions which asks if I have applied before to the citizenship and the year. On my first application, I said "no" because I never did before, but now they returned without processing it. Does that count as having already applied? Should I explain it somewhere? They will know that I returned it anyway, because I'm sending them the letter they attached to my returned application which I had to sign so they receive the new one and process it.
My guess is that because they never processed it and I didn't get a file #, then I should still write "No" on that question. I'm just returning an application package that was incomplete.
