My work permit expired on August 31 2016. I applied for a TRV before my work permit expired, and received a refusal letter on September 15. Then I received my letter of acceptance from a university I had an application for and applied for a restoration of status and a study permit on December 3.
On December 22 I received the refusal letter from CIC stating:
[X] An application for restoration must be made within 90 days after loss of temporary resident status. You are not eligible for restoration of your temporary resident status because your application was submitted after the regulated 90-day period. Since you no longer hold temporary resident status in Canada your application for a study and co-op work permits is also refused.
[X] You are a person in Canada without legal status and as such are required to leave Canada immediately. If you do not leave Canada voluntarily, enforcement action may be taken against you.
According to the link below the 90-day period starts at the end of your valid status, including implied status, and I was under implied status under September 15. Should I not have had until December 15 to apply for restoration of status?

Is it possible that maybe the visa officer didn't read the personal letter in my application where I outlined these events?
Also, I received an ITA today. Am I able to apply for PR inland without status?
My girlfriend can sponsor me, is it possible to apply for PR through family sponsorship while out of status?
How long do I have to leave the country if none of the above is possible?
