I had a question lets say for argument PGWP/open work permit holders lose their jobs as they couldnt get PR will that create labor market for those jobs which were not on CIC radar as they were filled by PGWP holders without requiring LMIA? so then those positions would be filled by people who r from outside canada as they will get LMIA. But what is the guarantee a guy/girl who has never been to canada and may have faked their experience as well as education would integrate with canadian society. shouldnt there be a trial period for the new PR recipient to prove he/she can actually do the job he got LMIA for? otherwise they will get PR and wont satisfy labor needs.
I maybe wrong in this assumption but express entry seems flawed. who ever created it seems like not in touch with canadian demographics.

Well, assuming (albeit one that would definitely create a huge uproar) CIC's strategy is to slowly drive out all open work permit holders like PGWP, etc. (as they do not originally require LMIA) and bring all those jobs (probably a really huge number) under the radar of the job bank. Employers would now post these jobs on the job bank and more Canadians would have access to all those new jobs created by the void left by open work permit holders. As they start to apply for these job positions, employers will try matching the maximum number of Canadians with those jobs and the rest for which they could not find one, they will try finding a close match from the applicants in the pool, based on education and skills (score based) and probably an interview. Based on its outcome, they will be granted an LMIA based on employer's recommendation to ESDC. Atleast that seems to be CIC's possible intent behind the whole express entry thingy.
