Residency questionnaire in 1 of 3 confusing guides for child sponsorship

Hi all

While filling pr sponsorship for my 2 infant girls who also have TRP and now in canada with me, i came across a document titled a country specific guide for famiy class sponsorship outside canada. Before this i was following the instruction guide number Guide 3900 and another guide for the sponsorGuide IMM5196,

the country specific guide have a whole different document check list than the other guides ,it looks more like the one i submeted while in abu dhabi for the TRP application,moreover it has a residency questionnaire for the sponsor and the Applicant.
My question is which guide to follow and do it have to fill and submit this RQ?!

you have to follow all guides. the instruction guide is general information for applicants, the sponsor guide is for sponsors, and the country specific guide give specific requirements based on the applicant's country of citizenship. if the country specific guide suggests you need to submit extra forms/documents that are not included in the general guide, you need to comply with it. if the checklists are different, then you need to submit both checklists in the package.

The most specific instructions I see say this:
Sponsored relatives must follow specific instructions depending on where they live.

Based on that, it would seem CIC is asking the forms to be filled out based on the child's country of residency. In this case, it's not clear what that would be, if not Canada. If you're aware of more specific guidance given elsewhere, it would be good to quote it here.
