Asking for a friend and would appreciate any help.
He has spent 1 out of the last 5 years outside of Canada. When he's filling out the physical presence forms it says that he has to fill out the residence outside of Canada form but that seems to be for public servants that want to count the time spent outside of Canada towards their residency requirements. He doesnt want any outside time to count towards his application. Does he still need to fill out the second set of forms?

The correct answer to question 9C is YES, lived outside of Canada (then list that in the form CIT0002 accordingly).
The question is very straightforward: During your eligibility period did you live outside Canada: Yes or No. If yes, then answer yes.
Common practice has been to send form CIT 0177, but write Not Applicable (N/A) on it, given that you do not wish those days to count towards your physical presence days.

It is confusing and I hope IRCC/CIC adjusts this question on the future to make it more clear, but I would advise AGAINST answering NO to anything that is in fact true on any official documents, as it could be construed as misrepresentation.
