Hi,
My wife is applying of Citizenship and she had spend some time outside Canada during her eligibility period. According to the form CIT0002 E question 9 (c) we should check YES and fill form CIT 0177 which is for crown servant or crown servant family member, my wife is neither of them. So what information shall we fill in the from CIT 0177? Please let me know. Thank You.

If you lived outside of Canada in the eligibility period, you can tick either Yes or No.
This is a mistake on IRCC as they created the form wrong for this question and you do not need to fill out the "Crown Servent" form if you tick yes as, I don't think CIT 0177 applies to you.
When you send in your application the officer who is reviewing it will know.

Hope that helps!

To add to this reply- Whether you tick yes or no- make sure you include an explanation in a cover letter about your situation- about why you have answered yes/no and how it is not relevant to your situation. Good luck!
