im pr holder and i want to issue a driving liscenee i already have one from my country and i have an international license . what do i need to do to have one in canada ???

Canada is make up of a number of provinces and three territories. Each provinces has their own requirements for getting a driver license. If you are living in Quebec, then you need a Quebec driver license. I was about to give you the website for getting one in BC as you said you want one in Canada in your first post. Anyways, you can google it yourself about the requirement for a Quebec driver license.
 
I lived in montreal and scheduling for a road test takes months. Unlike other provinces that you can retake it the next day.

First time i drove here is i found the road system n testers are quite strict on turns n they are very specific when you do these maneuvers.
