Requirements for understanding English

When I started my citizenship application, there was no requirement for me to prove my ability with the English/ French language. I was born in England, to English parents and went through the English schooling system until the age of 16, then held full time employment in England until 2009 when I came to Canada with my Canadian wife of 19 years at that time.
My application was originally returned because I missed signing a piece of paper where necessary... silly me, this was October 2012.
I signed and return all the paperwork as requested and then February 5th this year, got the whole package back again, because I did not supply my proof of understanding the English/ French language and did not include a copy of a page from my passport, a change that came about Nov 1st, but that was not mentioned in the leter from the citizenship people....
My wife and I are certain that the original paperwork did not require the passport page to be included and we arealso certain that I was exempt from the language proof part as well.
While I was about it I checked the website for any more information and low and behold as of Feb 1st 2013 the application form that I had originally completed dated 09/2012 was now to old, they are now only accepting forms newer than 10/2012, but did they warn me about this in there Feb 5th letter.... No & the call center were not interested in the least.
Anyway my general question is, will my 1979 CSE certificate be good enough for the proof of understanding English, I really do not want to wait another 3 months and then get my paperwork returned agian....

It's a certificate of secondary education, the system that was in place in England back then.
In England you did not/ do not graduate from high school, you take exams in individual subjects and get grades in each....
