If the person lives in Manitoba but works for an employer outside the province i.e. employer is in a different province and pays taxes according to the other province - not manitoba), does that qualify the person living in Manitoba as a supporter? In other words, does a person have to work and pay taxes in Manitoba to be eligible as a supporter?
