Required to submit old passport for visa application ?

Dear members,

Can someone tell me that while applying for a tourist visa, I need to submit my old passport also along with my application ?

I din't find this written anywhere in the CIC website.

And the guide says that if any document is not in English, it has to be translated and certified.

Does that mean my salary slips and online bank statements have to be translated and certified too as it's in German ?
