Requesting urgent help for PRTD application by email

I am an inland CEC Canada PR applicant and have received CoPR in June 2020. I had submitted my photographs to the IRCC Edmonton office. Since July 2020 my application has been showing as "Approved".

I had to travel outside Canada (to India) for some personal emergency. I was expecting my PR card to arrive in the mail to my Canadian address so that I can use that to travel back to Canada. Its Jan 2021 and I am yet to receive my PR card hence unable to travel back. I have submitted the IRCC webform multiple times, but each time received a response that my application is under process

I called the Client Support Centre (1-888-242-2100) and was suggested to apply for PRTD online to let me travel to Canada. They asked me to follow instructions below:

I checked with VFS in India and they confirmed are not processing PR Travel Document yet. Hence my only option is to apply for PRTD by email.

I used these instructions for applying PRTD by email:

As per the instructions, one of the supporting documents required is to show that I meet the Residency obligation. Since I came outside Canada for personal reasons and recently became a permanent resident, I am not sure how to meet the Residency obligation. None of the options (Option 1: Accompanying a Canadian citizen outside Canada, Option 2: Employment outside Canada or Option 3: Accompanying a permanent resident outside Canada) as specified in the instructions apply to me.

Can I use the option "Humanitarian and compassionate grounds" and explain my situation?

Request to please assist me as I am stuck and not sure how to proceed.

Thank you for the follow up question. Fortunately, I didn't have to go through the PRTD process as on Jan 29, 2021 i did receive a notification that my PR card has been mailed to my Canada address. In about a week from then I got the PR card delivered in the mail.

In case you are still pursuing the PRTD option, i recommend you email your question to:
ircc.covidprtd-tvrpcovid.ircc@cic.gc.ca

They were quite prompt with their response and should be able to resolve your question. When I posed the above question, they referred to the PRTD document checklist, point #8. I'm unable to paste it over here, but check the document checklist again to see if answers your question.
