I just got a request letter today asking to pay for the Right of Permanence Residency (RPRF), it states:

- This is in reference to your application for a permanent resident visa. The admissibility review is currently in process; you will be contacted if additional information is required for that purpose. At this time our records indicate that you have not paid the required Right of Permanent Residence Fee (RPRF) You must pay this fee before a permanent resident visa can be issued. The RPRF must be paid once for yourself as a principal applicant and once for your accompanying spouse or common law partner, if applicable.

Does it mean I am at the final stage of the review process guys???

Not necessarily. Since you didn't pay the fee up front, IRCC requests it as they are processing the application. However this doesn't necessarily mean that their processing is complete and also doesn't guarantee approval.

But does this mean that I have passed the eligibility review or this piece of information is not relevant?

To the best of my knowledge it does not indicate this necessarily.
